The overall goal of
the Programme on Development Cooperation Effectiveness and Harmonization
is to provide support to the Government and partners’ to enhance better
utilisation of ODA through (a) enhancing information sharing and
management; (b) building an enabling environment for policy coherence; and
(c) reducing burdens on the civil service through greater harmonization of
donor procedures in line with the principles of the Rome and Paris
Declarations and OECD/DAC Guidelines. The programme has designed to view
the development cooperation coordination and effectiveness efforts in line
with the overall framework of national planning and budgeting in order to
avoid marginalization or even irrelevance and fragmentation of
donor-supported programs, and to ensure national leadership, ownership and
accountability. Particularly, the MDG-based long term National Development
Strategy, medium-term planning documents and annual budget laws will be
utilised as a basis for the development cooperation coordination efforts.
Therefore, the Programme’s strategy in this regard is to act as a catalyst
and provide support to the process of twinning development planning and
coordination, and to bring about a more effective use of resources. |
