Urban Governance Index  |
This document is an addendum to the
“Conceptual Foundation and Field Test Report” on
the Urban Governance Index (August 2004). It is
designed as a reference guide to the two
alternative sets of indicators proposed in the
final report. It provides the description of 25
indicators short-listed, which also include the
18 core set of indicators. The indicators are
grouped in sub-indices covering the core urban
governance principles of Effectiveness, Equity,
Participation and Accountability.

Guide  |
The United Nations Development Programme and
the European Commission place Governance at the
heart of our programmes, as do all the
signatories of the United Nations Millennium
Declaration.
There is an increasing demand to
measure various aspects of democracy, human
rights and governance.
This demand has
resulted in a tremendous growth of indicator
sources, which are used to measure
the
performance of governments, institutional
quality and people’s perception.

State
of Civil Society in Mongolia, Country
Report  |
At a Civil Society Review round table
discussion in August, 2003, Mongolian civil
society leaders stressed the importance of
developing a national democracy watch process
and developing nationally owned democracy
indicators for this purpose. These ideas were
reflected in the outcome documents of both the
5th International Conference of New and Restored
Democracies (inter-governmental process) and the
ICSF-2003 (parallel civil society process).

Human
Development Report 2005  |
This year’s Human Development Report takes
stock of human development, including progress
towards the MDGs. Looking beyond statistics, it
highlights the human costs of missed targets and
broken promises. Extreme inequality between
countries and within countries is identified as
one of the main barriers to human
development—and as a powerful brake on
accelerated progress towards the MDGs.
